Fish sauce is made from fermented anchovies. Anchovies don't smell too good in the first place; when you leave them to essentially rot for several weeks, their scent can only get worse.

Most traditional recipes for it call for small stinky fish with guts intact to be buried in the ground. Does that begin to answer?
